Article - Focus is on group homes

SOBER LIVING: Murrieta officials are under pressure to ease community concerns about such facilities.

By JESSICA ZISKO and TAMMY McCOY / The Press-Enterprise

It happened in Temecula. It happened in Hemet. Now, it's happening in Murrieta.

A group of residents is asking the city to step up control over a sober-living home because of concerns about its recovering alcoholics and drug users.

The issue plays out in California cities every year. City officials say state and federal law prohibits them from slapping sober-living facilities with rules that are different from other homes. Concerned residents say cities have legal options that they're ignoring.

Home operators want everyone to let them be.

'Their Neighbors'

Residents approached Murrieta city leaders with their fears earlier this month. They said the home near Jackson Avenue and Nutmeg Street could be attracting felons.

They cited examples from Pasadena, Pomona and Los Angeles, where officials found sex offenders in one facility.

The home, they said, is too close to a Jackson Avenue elementary school and park.

"I understand everyone has rights, but that doesn't erase the concerns of an average citizen trying to raise their kids in a safe neighborhood," said Richard Ackerman, the residents' attorney.

California law treats sober-living homes of six or fewer residents like single-family homes. They do not need a license as long as they do not provide counseling and detoxification services.

As a result, cities rarely know when sober-living homes start to operate. In Murrieta, Josie's Casita opened Jan. 1, said Gilbert Carrillo, who owns the five-bedroom house and runs it with his wife, Josephine.

Originally, the Carrillos lived in Orange County and hired a manager who allowed more than six residents. State law requires them to have a license in that case.

Day 85 - Recap

Good, fun night of protesting.

Agent Whopper Ass Jr. and Agent Butterball were on babysitting duty tonight.

The Reverend Abraham Capers and Sweeney came down the driveway in Sweeney's old truck and slid to a stop, looked at us, then headed south on Old Elsinore. They have been cutting up the old trailer in back.

A few of us headed up to the side of the clown house. A couple of moms were in an suv driving the fence line and kicking up dust.

Whopper and Butterball were standing beside the house with a video camera. They are fixated on the protesters and pay little attention to the house full of child rapists, molesters and parolees.

Perhaps thats why a parolee was able to walk away from the half way house recently without any parole agents knowing he was gone, well at least until he called and told them he was no longer there. More on that later.

Don't forget, Dokich has a birthday coming up on August 2nd. You can send him a birthday card or something more appropriate to:

Day 84 - Recap

No protest today, although I hear Miss D did not get the memo and showed up. We are going to have to work on our communication skills.

Be safe.

Day 83 - Recap

Today we started early at 7 am. The parole agents were long gone and the perverts did not know what to do.

Someone, either Harriet Cooks or her daughter Corissa started to drive down to the road, saw the protesters and headed back to the half way house. Gee, did we spoil your plans?

I headed up to the side and found one of the code violations had been dealt with:

322150015 CV052145 Substandard m/h

That's a sub-standard mobile home. You see, Harriet Cooks had big plans. She was trying to fix it up so she would have more space for more child molesters and rapists. Yes, Harriet had dreams of becoming the Donald Trump of perverts. Looks like we squashed that dream of hers. Take a look at the before and after pics of the mobile home.

Before

After

Gee, thats a real shame, all that hard work for nothing. Hey Harriet, we've got more code violations for you. Now you have a nice day taking care of the perverts.

Today the John and Ken Show covered the arrest of Michael Steward Mullicane. Check out his record from Megan's Law:

Offense Code
Description
286(b)(2) SODOMY WITH PERSON UNDER 16 YEARS
286(c) SODOMY WITH PERSON UNDER 14 YEARS OR WITH FORCE
288 CRIMES AGAINST CHILDREN/LEWD OR LASCIVIOUS
288(a) LEWD OR LASCIVIOUS ACTS WITH CHILD UNDER 14 YEARS
288a(b)(2) ORAL COPULATION WITH PERSON UNDER 16 YEARS
288a(c) ORAL COPULATION WITH PERSON UNDER 14/ETC OR BY FORCE/ETC

Now take a guess, where was this sick pervert living? Yep, in a community full of children. Now take another guess, what do you think happened? Yep, you are good, he molested again!

John and Ken pointed out a huge part of the problem, parole. The Parole Division of the California Department of Corrections and Rehabilitation determines where these perverts live. Lets see, put them as far away as possible from children or put them right in the middle of communities full of children?

Well if you work for parole its an easy answer, you stick them with the kids! Its too hard to put them away from children because its too far the over paid glorified babysitter parole agents to drive! Really, thats what they will tell you.

Lets hope John and Ken stay on this. Parole from the top down needs to be exposed for the danger they are placing our communities in.

Tonight the parole agents arrived at 8:45 pm. Agent Walker (or as Molly prefers to call her, Whopper ass) was one and a guy in an older Jeep Wagoneer who we did not recognise was the other.

We have other plans in the works, stay tuned.

Day 82 - Recap

Well today was a scheduled protest...but we took it off. Well everyone else did and forgot to tell me! Thanks.

No worries, I am using the time to put together report cards for the Evil Trio of Leno, Goldberg and Dymally of the Public Safety Committee. I will be grading them based on their voting records of bills regarding sexual offenders. I can tell you now its not going to be pretty.

Also, we are working on having various t-shirts for sell right here. All the proceeds will go into the protesting, things like signs, supplies, maybe even a billboard, we will have to see how it goes.

Don't forget, Dokich has a birthday coming up on August 2nd. You can send him a birthday card or something more appropriate to:

See you tomorrow and keep kids safe, you are the only ones who can.

Day 81 - Recap

Another day when there was not supposed to be any protest turned into a protest. The poor parole agents don't know which way is which any more, he he. Maybe we will make every day an 'off' day and really drive them nuts.

I missed out on the fun due to a trip to the dentist and a belly full of penicillin and ibuprofin but I should be back in action soon.

Don't forget, Dokich has a birthday coming up on August 2nd. You can send him a birthday card or something more appropriate to:

Take care of your families and we will see you next time.

Day 80 - Recap

Wow, has it been 80 days already? It seems like it was just yesterday when Jeff Fagot and the Parole Division of the California Department of Corrections and Rehabilitation broke the rules and dumped 2 time violent child rapist David Allyn Dokich into our community.

There was not supposed to be any protesting today but since no one protested yesterday some folks were feeling a bit guilty so they decided to make up for it and protest. Good to see people doing what they can, when they can.

Don't forget, Dokich has a birthday coming up on August 2nd. You can send him a birthday card or something more appropriate to:
