Barstow residents rally for Jessica's Law

State law will enact toughest sexual offender laws

BARSTOW -- Barstow residents are getting in on the campaign to bring the most stringent laws to California against convicted sexual offenders.

Betty Cheney Phillips, a long-time Barstow resident, is hoping that people in the area will sign petitions to put Jessica's Law on the Nov. 7 ballot.

Jessica's Law is named for Jessica Lunsford, a 9-year-old Florida resident who was taken from her home in 2005 and found murdered three weeks later. A registered sex offender confessed to abducting, raping and burying her alive only 150 yards from her home.

Also called The Sexual Predator Punishment and Control Act of 2006, or Jessica's Law, the measure is already in place in at least three other states.

Phillips, who said she is motivated by a desire to serve her country, said many parents should be wary of allowing their children outside. There are 77 registered sex offenders in the Barstow area according to the state's Megan's Law Database Web site (www.meganslaw.ca.gov).

"If you had a child, you couldn't let your child even play in the yard," she said. "That's what Jessica's Law is all about: The safety of our children."
